Occupational safety training is governed by the Labour Code of the Republic of Kazakhstan and the Rules and Timeframes for Training, Instruction, and Knowledge Assessment approved by Order No. 1019 of the Minister of Healthcare and Social Development of the Republic of Kazakhstan dated December 25, 2015.

Amendments introduced by Order No. 223 of the Minister of Labour and Social Protection of the Republic of Kazakhstan dated May 30, 2026 have been in force since July 12, 2026. 

ISO 45001:2018 (Clause 7.2 “Competence”) requires organizations to ensure worker competence and retain documented evidence.

OSHA (USA): OSHA’s official interpretation letter dated August 10, 2020 confirms that VR training may be used to meet training requirements if it effectively supports learning and is supplemented by hands-on exercises and interactive questions and answers.

Article 12 of EU Framework Directive 89/391/EEC requires employers to provide workers with adequate safety and health training upon recruitment, when duties change, when new equipment or technologies are introduced, and when new or changed risks arise. Training must be adapted to workplace conditions and repeated periodically where necessary.

The European Agency for Safety and Health at Work (EU-OSHA) recognises virtual reality as one of the digital tools used for training, including in high-risk sectors.

Training, instruction, and knowledge assessment obligations are established by Law No. 82 of the Kyrgyz Republic dated June 5, 2026 “On Occupational Safety.” 

The applicable training and knowledge assessment procedure is established by Regulation No. 225 of the Government of the Kyrgyz Republic dated April 5, 2004.

Training, on-the-job practice, instruction, and knowledge assessment are governed by Law No. 356-Z of the Republic of Belarus dated June 23, 2008 “On Occupational Safety” and the Instruction approved by Resolution No. 175 of the Ministry of Labour and Social Protection of the Republic of Belarus dated November 28, 2008.

Occupational safety and employee health requirements are established by the Labour Code of the Republic of Armenia. The current interstate standard GOST 12.0.004-2015 establishes the principal forms of occupational safety training and knowledge assessment.

In these countries, ARPort SafetyVR may be used as an additional tool for practice-oriented training, assessment of employee actions, and instructor-led error review. The employer or training organization determines the specific method of use in accordance with applicable national and industry requirements.
